Roll Eyes Can't Boot With New ATI Radeon Video Card[moved from xp]

Hi fellas, I recently purchased a HIS ATI Radeon X1650 Pro AGP 8x for my computer, I took out my old video card (PNY Nvidia GeForce FX5200 128MB DDR) inserted the new one, connected it to my Powersupply and attempted to start my computer, it made a few preliminary noises but never got to the POST i think, instead all the Fans kept spinning and nothing showed up on my screen. I am pretty sure my Powersupply meets the 450 Watt recommended by the manufacturer so I fear it might be a dead card or a compatibility issue. (switching Nvidia to ATI would that cause issues?) I have already tinkered around with BIOS stuff to disable the onboard video processing, but wouldn't that be mute considering my old Videocard works fine with it how it is? what do you recommend I try next

Rosewill RP500 500W PSU

ASUS A7V8X-LA Motherboard (VIA KM400, VIA VT8237 is what it said for chipset)

2.16 Ghz AMD Anthlon 3000 XP processor

512MB PC2700 DDR RAM+ 1GB DDR PC2700 PATRIOT RAM (1.5GB with Both sticks)

160GB 7200 RPM Ultra DMA Hard Drive

Make sure you have deleted the old driver. You may be able to start in safe mode with vga to do this.

Reboot and then install new driver.

Mack, it doesn't sound like it is getting that far...

What other expansion cards do you have installed?

Is the ATI card firmly placed into the PCI-E slot? You could try to blast the dust out of the slot with one of those computer cleaning air cans.

The ATI Radeon Card is AGP 4x/8x (1.5v) interface not PCIe. Nonethe less the seat is flawless I airblasted it just before installation, The card lights up and spins it fans.

No other expansion cards my PCI slots are empty.

Yea, also I uninstalled the drivers for my last video card, but still nothing,
A friend suggested it might be the Powersupply? The fan on the HIS ATI Radeion X1650 Pro spins so i have ignored the Powersupply angle until now... could there be weight to this arguement? The box recommends a minimun of 450watts and my Rosewill RP500 is rated at 473 watt maximum output...

You connected the 4 pin power cable to the back of the video card correct?

Also, those "preliminary noises"...could they be described as beeps? If so can you describe the beeps (long or short, and how many) as they can bring other problems to light.

nah, not beeps, when like a plastic rattling that i always hear on startup like memory or something, idk. my comp doesn't POST with the new video card just the fans start and it gets to the point where it would normally post but it doesn't. and yes I do hook up the video card with a 4-pin connector to my 500watt PSu *450watt recommended by HIS*

Sorry, I had a ATI Radeon X1650 Pro PCI-E, so maybe that is why I said that...
When it comes to the noises, could a cable be touching a fan?

Just to make it absolutely clear, you see NO text or any picture for that matter on the expansion video card OR the onboard? Try them both...

The specs for your motherboard say that you have 1 8x/4x AGP (1.5V) slot... what voltage is the card rated?

Did you update your motherboard's firmware/BIOS? That could solve the problem.

Welcome to TSF....

What kind of video RAM is on the card?

You are using DDR PC2700 RAM and more than likely by two different manufacturers, I would suggest removing one of the two sticks preferably the one in the second slot and then reboot and see if your computer gets past post.

I would sufggest to try the ATI in another computer to see how it acts and also to find out if it is a good card.

While a 500 watt PSU should pull this card, the Rosewill power supplies are so weak that this may be an issue. Might be worth trying another power supply of a good quality name in there to see. Even a good 450 PSU should do fine with this card IMHO.

you all bring up good points in my opinion, I thoroughly made sure nothing physical was to blame, like a bad seat or wires being where they shouldn't be or a loose connection to the powersupply, I updated my BIOS version from the site that gave me the information about my motherboard, I uninstalled all my current video drivers while i tried the card in question out. THe only un-explored avenue would be my powersupply, It is sitting right there on the borderline being able to use the new card or not, and if what Tumbleweed said were true about it not handling it I would not really have any clue going about checking it since I don't own a multimeter or the appropriate apparatus. I assumed/prayed my power was adequate because the light on the card always came on, and the fan always spun.

The RAM on the card is 512DDR2,
