Windows interferes with S-Video Output

Alright so here is my problem. I have been projecting video onto my 52" Rear Projection TV from my PC via S-Video on my Video Card. I went to a LAN party, came home and now the only video I get on the TV is horizontal white lines that are bending... In somewhat of a sin(1) graph o.O No idea why it started doing this.

I believe Windows is the culprit because the video is perfectly fine during boot up, I can see the ram check, the post screen, the bios setup if I go into it, even the windows logo. But when windows finally loads up and i get to the screen where I have to select a user, it goes all funky.

What I have Tried:

Re-installing video card drivers
Un-installing everything I have put on in the passed week
Different S-Video Ports on my TV

My video card is an nVidia GForce 6600GT

have you checked output type? (NTSC vs PAL)

For proper support: what are you running? video card, cpu, m/board, ram, power supply, brand, wattage, any error message?
PCI-E requires 26 amps at 12 volts. That's a 650W PSU.
Power Supply Info and Selection . Info on thermal compounds & application . TEST PSU USING MULTI-METER

yes i have ran through all of them and they all do the same thing
