odd lines and blocks appearing in vista

I am having an issue with Vista Ultimate. I have searched all over for this, but I have been unable to find anything on the issue. It could be because I don't really know what it is or how to properly describe it, but I will do my best here.

One morning I literally turned on my monitor and noticed this issue. My background had lines and blocks appearing through it. At the time I didn't do any windows updates and I even tried restoring back to a point where I knew that my monitor was working without issue, with no success. I am noticing that this issue only happens when I enable the Vista Aero theme or use Windows Photo Gallery and Windows Media Player. Right now, my desktop does not have this issue as I have disabled the Vista Aero theme.

I would very much like to figure out what this is. I checked for driver updates for my graphics card (Radeon x1950 Pro) and even tried a new monitor, no luck.

Here is an image of what my screen looks like to me. I can open this same image without these flaws in both Photoshop and Lightroom.

Ah the x1950 , they are quite power hogs and could be artifacting , what psu is in the system . You can find out by opening the system and reading the side of the psu sticker.

What are the pc's temps and voltages? Use speedfan in my sig if you need a program to view them.
