Easy Question
Would a computer with a 230W power supply be ok with :

I didn't even look at your post. All I needed was the first line.
No. PCI-e requires a max of 28.5 (no longer 26 it appears, due to new power hogs, i mean cards) amps on the 12 volt rail. For your setup, i'd say minimum 400 W PSU with 18A or more 12 volt rating. Being low profile, you don't have much optionwise for other cards, so i dont think much over that would be needed.

For proper support: what are you running? graphics, cpu, m/board, ram, PSU brand wattage PCI-E requires 26 amps at 12 volts. That's a 650W PSU. Power Supply Info and Selection .
