TV as monitor, screen too big!

So I built a computer for the sole purpose of watching movies on the TV.
Connected, got image all is well
Apart from that the desktop doesn't fit to the TV,
basicly the bottom bar with the start button is not visible and about that size on all edges,
how do I fix this?
Normal old TV, no HD or anything.

Change the resolution, in Control Panel??

Changed it down to 640x480 without a better result.

What size is the TV? And how is it connected to the TV?
