Monitor only works once connected AFTER windows starts up!? HELP

I bought new components from EBuyer for a totaly new computer. my friends (who build computers) put it all together, and plugged the monitor in. All ran fine, we played a game, all went fine. I took the new PC home, plugged it in my monitor... no signal... THIS is where the problems started....(i'll try and keep it short n sweet)

After alot of faffing around, I bought a different graphics card (apparently better)... we reinstalled windows XP pro s3 and started from scratch again, even reformatted harddrive... still bought the pc home and no signal. I bought a new monitor... no signal... I tried my sisters monitor... no signal....but you can hear windows starting fine in the background

So... again after alot of faffing around... I found the ONLY way I can get a signal to the monitor is to - Start the computer without the monitor cable connected... wait a while while it boots... then connect the monitor cable... and windows is there!

BTW: I've tried a different cable, a different DVI-VGA adaptor... still same issue.

i'm sure i've left bits out, just to make the explanation shorter. but you can see my frustration. A Brand new computer and components and I cant use it properly... My friends had built almost an identical computer only a week before and everything ran perfectly... is this just my luck!! hahaha....

any help pleaseeee... here is my spec:
