Check This Picture and Tell Me What You Think

When I start my computer I get this image. What does it mean if anything?

Card Details: PowerColor X1650 Pro AGP

Monitor: LG 19" "Flatron Wide"

History: Recently the fan died and I assume the card was overheating, so I claimed the computer unusable until repaired. I bought & installed an "Accelero S2," basically a giant heatsink deal for my video card that doesn't require a fan.

The bios battery was replaced and data flashed.

bad ram on the card or psu or a combination of both

Yup cards either overheated or fried. Or the psu is.
