Couple of quick questions 9800 GX2 and MSI mobo

I have compy details listed in my sig, I placed the GX2 in the top PCI x16 slot, not for certain if it is correct, but it was the only one that monster of a card would fit in. The mobo has 2 different x16 slots, 4 total. 2x PCI express x16 16 speed, and 2x PCI express x16 8 speed. I have just been installing all of the updates, drivers and such for the computer, and have been noticing the CPU and Mobo temps are hanging around 28 - 30c and the GPU is alot higher on idle, at 71 - 74c. Is that normal for this setup, or should the GPU be running cooler?

It shouldn't exceed 75c. Add more case fans or lower the room temperature.
