On the left hand side you'll see a list of cards, click on Radeon Support PC.
On the left again click on Radeon HD 2600 Series.
Now click on Knowledge Base.
Next, click on Gaming.
Go through the pages til you reach Article 34
It is Titled: DirectX not Functioning....
Click on this article and it has advice and a Hotfix.

I Just Finished Installing this and i checked my direct x settings and the problem is still there, come on lets not give up yet, surely there must be more we can i am always do tons of research to try to fix this you must be able to nothing is impossible, lets keep at it.

you could try uninstalling ALL Ati drivers and applications.
Download and install this "Driver Cleaner" and restart in safe mode........

Remove all drivers connected with ATI and restart and follow the instructions from the Ati/AMD site I gave you in the last post.

Next visit Microsoft and download and reinstall DirectX and the new Update available for it.....Bottom and top of this page.........
