I Need A Straight Answer
yes or no, can a not-enuff-watt psu cause artifacts? say....i'm using an nvidia geforce 8800 gtx standard, no oc'ing, and a raidmax 450watt psu. would that be the cause of artifacts is games?

Yes. 450watts for an 8800 is way to low. I would remove the 8800 until you have a proper power supply. You will need a quality unit 600w or higher with 26A on the 12v rail. And when I say quality it should cost more then 70$.
