Lagging with Radeon AGP 512 MB X1650 Pro

I just purchased a Radeon X1650 Pro (AGP, 512mb) along with 1.52GB of RAM to run the game Medieval II Total War, and I am disappointed to see I am having lagging issues. The lag occours when I hear the sound like my computers loading, so is it the graphics card or the processor (AMD 64 3000+)?

What can I do to relieve this?

Turn your graphics settings down such as AA and texture quality and so on , see if that helps.

Do you mean the sound of your hard drive? When the game lags check your hard drive activity LED at the front of your case, is it flashing?
