ATI Radeon x1650 by HIS Lockup/Crash

Alright, purchased a new ATI Radeon x1650 Pro by HIS online off Newegg last week, installed it, everything went fine, until I installed drivers.

Upon installing drivers and rebooting, everytime windows starts up it now locks up/black screens/white screens/blue screens. I swapped up the drivers later on using a driver cleaner and a few other things and tried all the following drivers..

Catalyst 7.1
Catalyst 8.2(3)
Omega

System Specs:
450w Power Supply
PCChips M160 Motherboard
Athalon 3000 Processor
1gig DDR(something) Ram
ATI Radeon x1650 Pro AGP

After much testing we've swapped out PSU with a better one, RAM, and a few other things but nothing is seeming to working.

I have a big LAN tomorrow so if anyone can help me fix this I'd be GREATLY appreciative =(

Really hate to necro this old post of mine but here goes.

I initially "solved" the problem after searching the internet by finding REALLY old Catalyst Drivers that worked, but killed my performance, I stuck with them however because they worked even though I was churning out a whopping 20 FPS on COD4.

However I reformatted last night with Vista 64-bit and the problem is happening again, and figured this time I'd hit it face first instead of just side-stepping it like last time.

I've updated BIOS, Motherboard, everything possible at this situation, it is a driver issue.

Also to note: Vista doesn't allow installing/uninstalling during safe mode, is this normal? is there a way to change that?

Edit: New bit of fun, I'm going to have to reformat again given that for some reason Vista keeps locking up when I run Safe Mode or Safe Mode with Networking when it hits crcdisk.sys, wasn't doing this last night but started this morning.

To tell you the truth even with the best drivers in the world , I couldn't see an x1650 AGP getting anything higher then 20fps in COD4. It is a 4 gerneration old card. Your system is more geared tward xp then vista 64bit.

Bleh oh well, guess I'll just wait till next week when I get the money and rebuild the whole mess, I always figured the X1650 was a much better card than it is I guess.

Naw. I had an x16 series a few years ago , and it was sure disapointing for the price.
