No Display

hello...my psu recently failed on me so i bought a new psu and put it in...everything powers on and i know that the motherboard is functional and does not show any signs of no post issues...my graphic card is a pci express geforce 8600 gt...it was working fine before the psu replacement...

here are the things ive tried...
1. remove and reseat the graphic card
2. remove and reseat the graphic card into another slot...
3. use a different pci xpress graphic card. (both pci-e slots)
4. use a pci graphic card...
5. try all the above with a different monitor

i am stumped...i admit im not too computer savvy...i need help...thanks a bunch ahead of time...

its a starpower 450w psu

and i do not get the single post beep

you will not get anything with that psu it is a cheap low quality psu
it put's out 14a on the 12v+ line
pcie requires a min of 26a on the 12v+ line[s]
