ATI Radeon 3850 power problem

hi, I recently got my HD 3850 (AGP) and installed it replacing my previous ati radeon x800pro. Just a few days before gettin my 3850 I replaced my old 350W PSU with a Antec EarthWatt 500W.
HD 3850 Recomments at least 450w so i figure 500 otta be enough.
Well ive had the card installed for a few days now, its runs great system seems to be fine and smooth. (crysys at 30+ps with 80% settings high at 1440x900).
But if i put my system on standby or even turn off. after powering back up the system starts but the GPU refuses to start up. fan doesnt spin or nothing. and screen is blank (no signal) i always have to manually reset the computer for the GPU to start functioning. My x800pro didnt have this problem with the same PSU.

Any ideas?

under device manager : driver version 8.4. even though on ATI's site it says 8.2.

well if i try to update from ATI's website it fails to update, saying :
"Setup did no find a drive compatible with you current hardware or operating system"

but i selected the right one windows xp > pro/home> radeon>HD 3850 > download driver only.

i wonder if it fails to find it because its an AGP card,

either way i got the drivers from sapphire's website(sapphire's website has a selection between regular HD 3850 and 3850 AGP) which are the same exact ones that the card came with on the cd.

well im pretty shure its the motherboard thats starting to crap on me. (its 4+ years old and its a ECS).

I shut it down last night, because this morning i was going to swap the CPU heat sink , i did and after i plugged everything back in
refused to start up, swapped the ram around took out the BIOS battery out and back in.
It finally started i startup dysplayed saying : CMOS checksum error. and it wouldnt proceed , no beeps no nothing from the mobo.

I'm not sure what to think

I am only commenting here since I have the same new card (Sapphire HD 3850 AGP on a ASUS P4P800 E Deluxe) and this problem with restart occurs right from the BIOS with no drivers yet installed. If you change the BIOS and select exit and save, the computer will halt and a reset is necessary to restart. I have not found a solution yet.
