Stuttering during gaming, Conflicts/sharing

I recently installed a GeForce 6600gt to replace the on-board Via s3/Unichrome card i had. I uninstalled the old card and its drivers and installed the 6600 as directed.

Now when i run any game or software such as photoshop, it starts to stutter freezing for a couple of seconds every 5 seconds or so.

I'm showing several conflicts between the CPU to AGP controller and the card as below. Is this likely to be the problem?
i have been told to disable the onboard card in the BIOS but apart from setting from VGA to AGP i couldnt find any setting relating to disabling the card.

Just wanna put this one out there one more time before i 'bite the bullet' and swap the card.

nVidia did their best and ran out of suggestions so i'm not holding my hopes up.

what are your full system specs?

VIA Technologies, Inc. KM400-8235
1.60 gigahertz AMD Athlon Proswssor
windows xp (sp2)
1gb pc133 ram
420gb HDD

As for PSU, as yet don't know a way to determine short of opening the case and reading the unit, just haven't had time to determine due to work (know this is no help) but will do my best to get back tomorrow.

If any more information needed just let me know

What is your ram and cpu usage like when it starts stutering?

Max ram usage registering 160mb
and max cpu usage 22%

These are figures shown in Taskman, but taken during title menu rather than in game. I didn't mention but the stuttering happens right from loading the game rather than just in game. This is one of the reasons i assume it isn't down to memory/cpu.
