DX9c issues, possibly :s

I've got (what I think are) some DX9 issues, i wonder if anyone can help me with some direct3d problems?

running dxdiag, direct3d 7 spinning cube works fine, but 8 and 9 both have a triangle missing (half a side, in effect).

i can still play games like UT(GOTY), but not UT3, and not even some games on miniclip. the problem is corrupted gfx, along the lines of radial flicking lines, distortions, general <twibat>

as i can still run some games, use cad software etc, i don't *think* it's the gpu or the gfx card in general, any corrections?

i've tried "reinstalling" directx - i say "reinstalling" as thats what seems to be suggested alot - save that it's impossible, the executable just flicks through uber quick as it thinks everything's ok (both redist. and webloader).
