Is it my video card or my monitor?
Upon starting my computer, my monitor will only display mottled colors of blue and then they finally turn into lots of lines. I can't get anywhere on the monitor for approx. 30 minutes after it's been started. I can't get to a start page or anywhere else. This started approx. 2 weeks ago with just some lines and about a 5 minute wait on displaying a start page to the now 30 minute wait. I've tried PC Doctor and checked the monitor that way and the info said it passed all of the tests. What should I do? Go get a new monitor or replace the video card, or, is it something else?
