Grin ATI X1650 Tweaking

I'm an expert geek but new to video card tuning and gaming. Where can I get information on optimizing my video card. I'm running CALL TO DUTY 4 and the motion is not nearly as smooth as I would expect it to be. Any help here would be appreciated. I have a clone PC with the following configuration:
  • Pentium 2.4Ghz
  • Windows Vista
  • 1.5GB RAM
  • ATI x1650 512MB AGP Video

In addition to Own3d's request, please don't expect too much from that graphics card as it is rubbish (gets less than 1,500 in 3DMark06, which is pretty low).

Plus with Vista you need a minimum of 2GB of ram to make it smooth.

Also i have read issues regarding the drivers for that card and overclocking.

Essentially in my view, that is a 2 - 4 year old technology designed to play 3 - 5 year old games under xp, not COD4 with vista.
