if i have winxp can i use direc10 video cards ?

can i use that card and will i function properly if i have windows xp sp2 ?

The card will work fine, but in dx9. You wont be able to utilize dx10
unless you have vista installed.

Im not sure on the psu, I usually stick to antec power supplies. Maybe
someone else will give advice on that. Im not sure of the pci-e 2.0
thing either.

That PSU will work just fine for your PC. PCI-Express 2.0 basically adds a little more speed and power to the cards connected. 2.0 cards will run in 1.x slots.

PCI 2 will not do anything unless you have a X38 chipset. It is as ebackhus says backwards compatiable with PCIE1. Also i wouldn't think you need a PSU upgrade to be honest. Before getting a new PSU, check your 12V rail voltages when the card is installed. I think you have a system that will cope with a 550W PSU with that card.
