Onboard Video problems

I have an Ecs r400-a Mobo, 1g ram some other stuff. anyways, the other day i noticed my video card was going out. i brought my comp upto work and plugged it in and the video card went out, it turns on and recives power but the fan rotates rather sluggish and whines really bad. so unplugged the power from the computer and then unplugged power from the video card. I went and plugged the monitor cable into the onboard video and hooked everything back up.

Now when i power it up, i get nothing on the monitor, and a split second after its powered up, it starts to beep. the beep itself last approx. 5secs, and then stops for 3-4 seconds then beeps a solid beep for another 5secs and repeats till i turn it off and clear the onboard battery thing... (sorry in advance for my lack of knowledge on what im talking about).

any help would be great, thanks.
