Poor DVD quality

I'm not sure if this is technically a video card issue, but I wasn't sure where else to post it. I just got a brand new motherboard and CPU, upgraded to Vista, and upgraded my monitor to a 22-inch widescreen Viewsonic (my old monitor was a 17 inch). When I play DVDs fullscreen the quality is really rough - lots of pixels/artifacts that are easy to spot, especially in low-lit scenes. It is really spoiling my dvd watching. I've seen dvds on much bigger displays (TV displays, anyway) that didn't look this bad. I've been using the built-in Windows Media Center for DVD playing, so I downloaded the trial version of WinDVD to try different software but couldn't notice any improvement.

Is this something that can be remedied with a better video card? I'm currently running a GeForce 7300 GS. Or am I just going to have to live with it until I upgrade to hi-def? If it makes any difference, I'm running on 1680 X 1050 resolution (the recommended resolution for the monitor). And I'm using DVI input.

I would expect that with your GPU TBH, especially in Vista and at that resolution - but which drivers are you using for it?

The driver version is 7.15.10.9746 (8/22/2006), which is the most up-to-date driver according to Windows.

i use a 7600gs on a 26 inch lcdtv and with the setting 1360x768

DVD resolution is 720x480. You're monitor is about 2x that. When you go higher than the base resolution is has to be interpolated, which can cause image degredation.
