Dual Monitor Setup -- weird situation

I have an HP DX5150 SFF PC on which I have a dual monitor setup. My main monitor (monitor 1) is hooked up to the VGA port and the secondary monitor (monitor 2) is hooked into the DVI port. I set everything up and it works great. The problem is when I reboot, shut down, etc. only the one monitor works. As I boot up the system, I'll see the Windows splash screen appear on both monitors, but when the actual GUI loads only the one monitor displays stuff. I can reseat the monitor connection, then go back into the display properties and set it back up again and it'll work fine. I'm not sure what to do right now because I think I have tired everything. Thanks again for a response.

BTW, All drivers, including the drivers for the monitor, are up to date.

switch the hookups over vga to tv

vga to tv? Not sure what you mean. There is no TV ouput on the card(s). The VGA card is an on-board card and the DVI card has just one DVI slot.
