ATI Radeon X1600 Pro 512MB AGP

I having graphical issues since I updated my graphics card a few weeks ago. The issue usually starts with trace lines from objects or characters in a game to the center, or crosshair, of the screen. I've included 2 screenshots from ES4: Oblivion to make my problem more clear for anyone able to help. I've tried ATI Catalyst drivers 6.6, 6.7, and 6.8, all three with CCC both installed and not installed. I've tried the newest omega drivers and updated my directX to the August 2006 update, but the problem is not going away.

Here's some information about my computer that could possibly help locating the source of the problem:

Intel Pentium 4 2.6GHz w/ HT
Motherboard: Asus P4P800-VM
Corsair CMX (512x2)
Windows XP Pro

Just ask for more information if it's needed, any help is appreciated.
