Lines & Text ghosts on monitor

Hi. I have some faint lines and ghost text on my monitor that is just like my Outlook Express InBox. I recently replaced my monitor due to a power issue, and the new monitor has the same display. Not sure if a video card forum is the right place to ask for help? Thanks for any help! I should also note that as best I can make out, it is a duplicate image of the Outlook InBox, but the images are not placed in the same position as the actiual InbOx.

Gateway desktop with a Pentium 4. The video card is a 128mb GeForce4 Ti4200G. I just got the new monitor, a Sony SDM-HS95P with Analog and Digital input. The previous monitor (>3 years old) came with the system, and would flicker and go black It would take numerous resets of the monitor power to get it to eventually stay on. The new monitor fixed that, of course, but the ghost issue was on the old monitor and carried over to the new one.

i had something like a 3d image about 3 yrs ago had to replace the card and the power supply as it was not powerful enough for the new card

Is this an LCD panel? Sounds like one judging from the input types. Ghosts and other artifacts, especially on a new LCD, are often the result of signal interference.
