Quick question about buffering

I have a mobo that has on board Video, its been pretty good, but when I'm viewing short clips that down loads as I'm watching, like when I see "buffering 15%.. 50%..." and so on, my question is if I was to install a good quality video card, will that get better like be faster? or will it go away?

My pc is some what up to date, I have an MSI mobo with a 939 socket with an AMD 1.8 CPU, 1 gig memory, Windows XP Home, 1.5 DSL service, I believe the band width in comming and out going is 302 out and 289 in, around that area. So maybe its DSL on how fast its delivering?

It's the DSL line, not the video card. Often a 1.5Mbps line will run far slower unless you're very close to the switching station. I have a 7Mbps cable line and you can believe me when I say it's always running at 7Mbps.
