Hardware accellerator issue

For the past few months, my hardware accellerator has gone bad...i believe it may be a problem with Direct3D but am not sure.

Symptoms...
-on games that use hardware accelleration either objects are just not there, certain areas (not all) do a sort of blur thing, or the whole screen is doing the 'blur' thing
-one game is saying "cannot initialize DX8, check your Direct settings"

(the blur thing i'm talking about is something like this: say you are playing a FPS, you are looking straight ahead, nothing is wrong. when you turn, it blends all the frames in between together)

What i have done...
-i ran DirectX Diagnostics and all D3D tests were successful
-i have DirectX 9 Installed but can not find a folder for it, all i find is a folder for DirectX 2

What i have...
-i have windows NT with a GeForce 2 MX/MX 400

i would like to know how to fix this but just knowing whats going on would be fine.

Get the latest drivers for your mother board and video card and sound may help..

display and sound drivers did nothing...the motherboard is an old AMD and updates aren't compatible with it

That card is a DX7 device so anything that REQUIRES DX8+ won't run on it. The latest Detonator drivers at www.nvidia.com will work on that card.
