display artifact that moves with scrolling

Hi, apologies for being a complete computer novice, sorry if this is stupid question, not in right place etc
I have a problem with laptop display. my video card is Mobility Radeon x600 ATI. There are what looks like ghosting horizontal lines of text that duplicate vertically when scrolling. It is even on desktop and any programme that I run. It's hard to describe I don't know technical words for how it looks. Tried updating driver with no effect. Would be very happy for any help..thanks

check all your air vents are clear of dust

If this is happening on an LCD monitor you might need a better shielded cable from monitor to computer. Try wiggling the cable around a little near where it's attached to the monitor see if certain positions lessen the ghosting.
