fried SC/VC?

Does any1 no if a fried onboard sound/video card would cause a PC to fail on boot up? I get no beeping &no boot screen at all. I can't figure if it's the card or the MB. I have a 2 yr. old e-machine,with a AM 37 MB, it got hit with a power surge.

that does not mean it is ok,check in the bios what it is putting out on the voltage lines and post them

I can't get in2 the bios. It won't boot up that far.

reset the cmos
see if you can borrow a p/supply to swap in to check
