Irritating speaker buzz...

Hi guys, I'm new here. Wondering if you could help me out.

My speakers are constantly making a low buzzing noise, and then a different noise whenever I move my mouse around (Microsoft USB laser mouse). When I mute my sound card (Creative Sound Blaster PCI) the buzzing stops...

Do you think this is something that I can fix, or does my sound card just suck?

EDIT: I plugged the same speakers into a different computer and they didn't buzz. Then I plugged the speakers from the other computer into the one I've been having problems with and they started buzzing... definitely not just my speakers.

Hm. Can't edit my original post again it seems. Oh well.

But anyway, the problem has actually gotten worse. It's not just my mouse that's doing it anymore. My keyboard is causing minor little blips as well and if I'm not mistaken they're also buzzing whenever my computer goes to work on something.
