Distorted streaming audio

I have a desktop PC that I use primarily for music making. I have a Terratec DMX 6 Fire 24/96 sound card which works perfectly for everything bar streaming audio. Whenever I stream media (especially pronounced when it is video with audio) I get poor quality scratchy sound. I have checked all the volume levels, and my speakers are working fine. I also have a fully up to date driver for this sound card.
Any suggestions you have would be greatly appreciated.

I cant ever play a song without my right speaker, usually both, Messing up. Actually, a scratchy sound. Its perfect untill I load counter strike or SWAT 4. The audio is messed up. Same thing with my headphones. The right ear is scratchy, or usually both.
