Mic Volume Magically Falls

Weirdest thing....I bought an HP Pavilion s3390 Slimline in Taiwan.
Chinese windows vista was deleted and replaced with english XP.
Now when I plug in my external mic no one can hear me on skype.
Until I found an elusive "recording volume" control.
When I click the top (loudest) the little bar goes to the top and mysteriously slides down to the bottom in about 10 seconds.
For 10 seconds my mom in Iowa can hear me, fading out.
Sounds like software to me but I have no clue how to fix it.
Please help!

Uncheck the option that says something like "allow Skype to adjust my input levels" or "auto volume control" I forget how they word this control, but it is in the options somewhere. Good luck!
