Some sound stuttering/static

Well, this is pretty much unrelated to my other problem, and is really a software-issue (couldn't find any better forum to post this in though).

The thing is this, the sound is stuttering badly and has some static in some application, but not all of them, and not even all the sound in the applications. It's not driver-related I think, since I've installed a new soundcard and the problem is exactly the same. So I'm guessing it's some codec or other problem (I've tried reinstalling the K-lite codec pack etc. though).

The problem started appearing when I tried to get my new microphone working and it didn't work properly, so I tried to install the Realtek Ac'97 drivers for the soundcard I had then (which were the wrong drivers), I also tried to reinstall directx, I've removed the Ac'97 drivers, but maybe something else went wrong, I don't remember exactly what I did. (and I've installed/uninstalled lots of applications since then, so I really don't want to do a system-restore :/)

Here's a list of applications I've tried that has problems (mostly games)

VLC media player - Sound stutters alot, regardless of what movie file I open with it.

Hitman: Blood Money - Music and Voices stutter, not simple sound like clicks and gunsounds.

TES: Oblivion - Music has alot of static and stutters, all other sound (voices, effects) work perfectly though.

Bioshock - Voices stutters, music and other sound seems fine though..

Quicktime - Sound is completely silent, probably related (haven't had this problem before)

IL-2 Sturmovik - Music and other sounds stutters.

Applications where the sound seems to work:

Winamp (though I think I can hear a little static on higher volumes, first I thought it was the speakers, but those I have now are brand new, just like my soundcard)
Windows Media Player
Red Orchestra
Lots of source-powered games (Half-life 2, mods for it, Vampire The Masquerade: Bloodlines)

Edit: Also, I'm attaching a dxdiag log, since I figured that might help. :)

The strange things here is that it tells me that the card is emulated, and that it also tells me it doesn't support hardware buffering, but shouldn't an SB X-Fi Fatal1ty do that? :/

Re: Some sound stuttering/static

Update: I've now confirmed that there's problems with winamp too, lots of static in the background that often gets louder and louder in completely silent parts of songs etc. The problem isn't there when I play the same song in media player. I'm pretty sure it's related.

Edit: Ah, the static increasing in volume was because the SVM-setting for my card was turned on (I'm really not sure what it does, except increasing the static :D)
However, there's still static in the background.
