Weird Garbled echoy sound and very low volume HELP!

I just put together a new system.
Abit NV8 Motherboard
amd 64bit 3400 2.2ghz
1gb ram.
whatevas.

anyway. at first i tried to install the front panel audio from my new case and it didnt work at all after i installed windows and the drivers codecs. etc.
then I took out the plug and put the jumpers back where they go and bingo SOUND!

except... the sound is horrible. its low volume and sounds super garbled and distorted and echoy.

I've messed with the audio app it comes with and made sure no weird like echo effects are on. i reinstalled the driver. i cant figure it out. plz help.
