Annoying Sound Problem

Everytime I play a game (ex. Oblivion, Hitman Blood money) I can hear this very annoying scratching,skipping sound.

Here is what I have tried:
-Original sound card: turtle Beach Santa Cruz
-Tried updating my drivers
-Tried moving card over to a diffrent PCI slot
-Got a new Sound car (Audigy SE 5.1)
- Checked for new BIOS update (no updates) (motherboard is a dell 4500)
- Turned off Audio Accelrations under DirectX

What can be the problem? Its not that a CD is sccratched or something.

P.S

It does happen when I play just about any quicktime file and some times (rarely) when I play something in Windows Media Player. But that vast majortiy of the time its when I play a game.

just a couple of simple questions-

device manager clean?..no yellow alerts?
click view>click show hidden devices

try different speakers?

what virus scans have you tried?
panda scan

I can tell you there are no yellow, or any other alerts. I have tried mutiple speakers and a headphone. There are no viruses. I have even tried reformating the HDD.

try going to your control panel and in the options maximizing the hardware acceleration and sample rate conversion settings..also, check your wiring pathways and make sure your wires aren't tangled, looped, tesla coiled, etc, and also make sure they are as far away as possible from any other wires (110 power, lan, monitor, etc)...

I did it. Its set to best quality. The wiring is fine, no near any high power outlet. Still having issues though.
