Not recognizing DVD drive - Runtime error

Just bought a new Compaq Presario 3500+ today. DVD/CD rom drive will not work at all. When the computer boots up I get a message box titled "Microsoft Visual C++ Runtime Library" with "Runtime Error" and the message is:

"Program: C:\programfiles\DISC\DISCover.exe

This application has requested the Runtime to terminate it in an unusual way. Please contact the application's support team for more information."

?? Help ??

check there are no fingermarks on the disk
if you just bought it today take it back
