cannot access a pen drive

hi..
when I try to open a HP 4 Gb pen drive then I get an error

"i:\ not accessible" access is denied

and when I try to format it i get the error
" You do not have sufficient rights to perform this operation"

I also tried to change the drive letter but no change....

The drive is in "No media" status in computer management and the capacity is "zero bytes" and the partition style is "not applicable"

please help me to access the pen drive...

Try to partition and format with an app such as this: http://www.compuapps.com/Download/sw...swissknife.htm
