Installing Win XP from USB CD drive

I am attempting a clean in install of WinXP on a Lenovo X61 Tablet PC using
an external Targus USB CD/DVD Rom drive. The system bios recognizes the
drive, but does not recognize the installation disk loaded in the drive.
Does the bios need to be updated, or is there a different issue?
The HDD is new (Seagate 320GB

Have you set the BIOS to boot frist from USB?
