pioneer dvd rw dvr k17fls on toshiba satellite

cannot watch dvds or burn pictures to a dvd or even download anything when put into the side tray says that the driver for that pioneer software is missing or corrupt code 39 when i go to pioneer to try and fix it im always sent to a site where they want money for driver doctor to fix it ive done paid for this crap when i got it is there another driver that can take the place of this one or someplace i can redownload it since pioneer wants to be a pain and try to make you pay for something else that dont even have anything to do with the hardware you dont bought.
