External hard drives will not connect?

I have an Optiplex GX270 that I just reformatted with WinXp sp3. I haven't used it a whole lot yet, but I ran into a problem when I plugged in an external Hdd. I tried a different external with the same results. The USB flash drives work in the same ports that the Hdd's don't, and these externals do work in my other desktops and laptop. I don't have anything unrecognized in the device manager and it doesn't show on the disk management. I tried some Dell drivers, restarted, and all I got was a "this device can preform faster" window. The USB manager shows all as 2.0. Help please?

Wow!! I was hoping someone would have a quick reply with an XP fix for this post. I'll keep trying, but be checking back here periodicaly.
