Why does my CD-Rom, not recognize CDs?

is this rom brand new?
does the device manager have any yellow flags?

No, it's a Dell and I bought it February, 2006.
The device manager doesn't have any yellow flags.
Have it tell you, I am new at this.

Try to delete the upper filter and lower filter. Refer to this for that:
