Mistake error code 39 for cd-rom

I am running Vista on a Toshiba Satellite P205 laptop. My problem is that my CD-dvdrw has quit working and I get an error code 39 when I try to analyse my problem. Also have a (!) in my device manager and the warning that my driver is there but it cannot be loaded because it may be corrupted. When I started my search for a solution, I saw that other owners of the same laptop had the same problem at about the same time in ownership(5 Months) I saw one answer on here that said to remove upper and lower filters on a key in the registry but haven't a clue how to find an "upper or lower" filter. Would appreciate any help . thanks and MerryChristmas

Hi, welcome to TSF.

First:
In Device Manager - uninstall the CD drive.
Reboot and let Windows reinstall the drive.
Reboot again.

If that doesn't help:
Download and unzip this file to your desktop.
Double click the unzipped file to run it.
Reboot.

when I go tothe command prompt, it does not give me the option of "administrator" just "user/ron" and won't let me run the sfc file

right click on the command prompt and run as administrator
