Confused USB 2.0 problem

I have to usb port things in my computer. two in the front and two at back, now the two at the front are supposed to be 2.0 and the others, an earlier version (wierd huh?). yeah anyway well the usb ports at the front aren't doing their job. the computer tells me that it could be faster if i used a usb 2.0 ports, even though they are plugged in the 2.0 port.
so i had a look in my computer and i found that these certain pin like things weren't connected to some wires leading from the usb ports. my dad told me that my commputer was either confused and it was actually a usb port and thats how it acted, or i needed to connect these pins to the wires. i figure that it would be best to get these plugged in so, is there anyway someone could tell me which pins go with which wire, if that makes sense. i will include a photo and details about computer if necessary. sorry if this isn't enough information.
