Question DVD/CD Drive help

Hi, I need help with my DVD/CD-ROM drive (HP DVD Writer 400c). It doesn't seem to work at all, when I put a disk in nothing pops up. Initially all I couldn't do was burn a DVD, but now I can't even read a simple CD.

In the Computer Management console it has a little yellow exclamation point next to it and says:

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

Click Troubleshoot to start the troubleshooter for this device.
It doesn't even show up in the Disk Management console.

The computer is Windows XP Media Center Edition, Version 2002 Service Pack 2. The CD drive is an internal drive, driver date 7/1/2001, driver version 5.1.2535.0, and under Driver Details it has the following files:

C:\WINDOWS\system32\drivers\AFS2K.sys
C:\WINDOWS\system32\DRIVERS\cdrom.sys
C:\WINDOWS\system32\drivers\drvmcdb.sys
C:\WINDOWS\SYSTEM32\DRIVERS\GEARAspiWDM.sys
C:\WINDOWS\system32\DRIVERS\imapi.sys
C:\WINDOWS\system32\drivers\pfc.sys

Delete the entry from the device manager. Reboot and see if Windows can reload it correctly.

Hey srry it took so long, when I unistalled it and tried reinstalling it the Add Hardware dialog said this

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

How do I fix this?
