Exclamation [SOLVED] CD-ROM and DVD Writer/ CD Writer Will NOT WORk

This has frustrated me for too long and this forum is my last resort, they will not work, i go ti my computer management window and select device manager. my DVD/CD-ROM Drives have a yellow exclamatory shield on it and its telling me that "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)" I need HELP Please someone help me this has been going for about 4 months ive downloaded lots of driver updates and all of them seem to not work, i honestly have no idea what is wrong im not a big tech person so i wouldnt know what to do if i were to open up my computer. PLEASE SOMEONE, ANYONE, POST AND HELP ME END THIS PROBLEM!!!
