Can't record sound, "the device is already in use'

The main thing I use my computer for is recording.. and now it doesn't want to. Whenever I try to record, with any program, it says the hardware is already in use.. it's not. I tried restarting in safe mode, and messing around with the audio device settings, it won't change. Any idea what might be wrong?

(I'm am SURE it isn't really in use by any visible application. I have no idea why people are telling me to do the most obvious things, like close stuff out in the process list..)

Help please?

I had the same problem when I installed a web-radio stream recorder called Total Recorder. It installed a virtual sound driver which messed up my settings until I uninstalled it. What soundcard and recording software are you using?
