Fans wont shut off.

Hey all, im building an extra computer with some spare parts i had laying around, everything is going good except for the fact that as soon as i plug the power cord in, the computer acts/sounds as if its going to boot up, but it doesn't boot until i hit the power button, and on shutting down - everything turns off except for CPU fan and PSU fan. I can't figure out why its acting the way it is. Thanks in advance for the help.

What are the specs?
Brand & Model of the Mobo-CPU-RAM-Graphics-PSU?

Oh yes sorry, the M/B is a DFI KM266pro-mlv, CPU is a AMD athlon 2400+, 512mb ram, and the PSU is a AGI 280w, and im just using the onboard graphics. The only things the PSU will be running is HD, Floppy, and 1 CD drive.

The AGI PSU is certainly not a quality unit. I would suggest trying another PSU.

Well i tried some other spares i have - an enlight corp. 300w and got the same results. 2 others that are 250w- When plugged in the fans would spin for a split second, and when i pushed the power button, the LEDs would light and nothing more. I'm still stumped

The mobo has never been used before it's an old brand new piece.
