Computer boots but fails to go to windows

Hi! I need some help with my computer. I'm running on Vista. Most of the time, when I start my computer, it runs but when it's about to display the welcome screen, the screen just goes black but my computer is still running. What I'm doing to solve this problem is to restart it all the time until it finally works. But of course this might damage a part of my computer so please help me to solve this problem if you know a way. Thanks in advance!

what are you running
video card
cpu
m/board
ram
power supply
brand
wattage

check the listings in the bios for voltages and temperatures and post them

nvidia 9600gt
intel core2quad q8200 2.33 ghz
msi p45 neo
4gb Kingston RAM (2 x 2gb)
coolermaster 600w psu (not sure if its coolermaster but i'm sure its 600w)

the voltages are normal btw. all of them almost meets 3v 5v 12v.

it is one of their low quality units

symptoms indicate power

see if you can borrow something like this to try in it

i see. but i have another question. how come this happens sometimes and only at startup? and why is it that my computer runs normally (with no interruption at all like loss of display, restarting, etc.) when it successfully enters windows if the problem is power?

at startup that is the only time it pulls max power if you get past that point the power demand drops even under load

it's the first tell tale sign of a psu problem
