The rated voltage +/- 5% so for the 12v the "Spec" is 11.4v to 12.6v however with a quality supply you should be seeing a stable 11.9v-12.10v as we start to see video issues around 11.7v.
If your seeing that low of a number without the drives using current and without windows loading the drivers which cause the video card to fully function and draw more the number will drop even farther.

2 supplies is not a good idea the voltage control circuits will be fighting each other.

another thing is that:
suppose for this moment i went for a low cost cpu cooler.and after a few days it may require to add a thermalmate v8 (the greatest cooler of the market).Do i need to change the SMPS also ie. a 650w to 850w??

just to saving your time i am giving the config again:

2 hdd SATA 160gb seagate
1 graphix card 1 gb ddr2 hd 4350 ati redion
p5q pro motherboaard
1 pci lan card
1 tv tuner card pinacle (PCI 501 special ed)
2 dvd writer ie. 1 ATA sony dvd writer 2.SATA port sony DVD writer

i am going to buy the smps tomorrow so reply accordingly

now i bought extreame power plus 650w of cooler master will it work?i did not open the seal if you say anything wrong with it may be i can replace it...........

The only Cooler Masters we recommend are the Real Power Pro model the Extreme Power is of lessor quality.

thanx.but now its mounted.......... sorry can not replace now.
hope it will serve me for 5-10 years.

now the measured voltage is over 12v->12.001v
but still having same problem...........only the difference is the mouse light is not going down,.......

what next to do??

the CPU fan and CPU heatsink plantation also checked................

is there any one who can help me
is it my processor issue??

Make sure you have the 24 pin main and 4 pin cpu power plugs fully seated, disconnect all the drives(hard and DVD), unplug all usb devices except the keyboard/mouse, clear the CMOS and try to boot to the Bios setup screen.

how to clear the CMOS?

theres a 24 pin connection which goes into your motherboard to make it work you cant miss it and there's a 4 pin one which will be next to the cpu

to clear cmos you witch the computer off, take out the battery, short the jumpers next to the battery or move the jumper pin to 2 & 3 after 20 minutes put the battery back then put the jumpers back

Clearing resets the bois setup program so it will rediscover the components.

Disconnect the drives, put 1 stick of ram in, see if it will post to the bios set up screen.

its doing.............tested as you said.and with other one.........

when i shall find my pc to take a pop a move for me?

NB:- the memtest86 v 1.85 (which comes with linux CD/DVD) hanging my pc after 3% ie. a mouse without light.hdd without blinking red light.whats the problem with my PC?

With the old power supply you were getting into the Bios set up screens correct?
If so try reinstalling the old and see if you can get into them.

so i did a very usable thing.as i had 2 RAMs one both of them having 1 gb each.so i removed one and perform memtest86 one of them i found lots of errors but another one i found it passed upto 4 steps.after 1 hour i terminated that test.....

whats it conclude?

is my one ram is faulty??
