have question with workin of RAM

i m having vista home basic 32 bit with 2 gb RAM on it
whn my laptop is on and it gets busy though my RAM usage never excedes then 1.2 gb ,,, its 2 gb but my ram usage doesnt excede thn 1.2gb though my system usage goes upto 70% ... can anyone help me out wht can be the reason and how i can exceed limit of it

If all it needs to use is 1.2Gig then that's all it needs, the system usage is the CPU monitor not the ram usage.
