Question PS Problem? Static

Recently, when I touch the case of the computer, if I have a static electric charge, the computer will turn off. It will not restart immediately, after a period of time, the computer can be restarted. If I touch a bare usb cable to ground myself before touching the computer, there is no problem. Since the machine recycles, it sounds like a charge detecting safety circuit and I suspect it is in the power supply. Has anyone else experienced this type of problem. Should I just replace the power supply? Any suggestions would be appreciated.
